Why does Navarro ISD favor the higher bus quote?

Navarro ISD students could get two replacement buses and two added buses under a proposed $719,584 purchase.

A cheaper bus quote is on the table, yet Navarro ISD staff favor the higher one: $719,584 for four buses, $65,504 above the lowest listed offer.

Here is the trade-off trustees face. The staff action sheet recommends Longhorn Bus Sales, while the district’s posted comparison prices Rush Bus lower and lists a much quicker delivery time for Rush. These are proposals before the board, not a completed purchase.

From the source record

Guadalupe.News comparison of the three totals in Navarro ISD’s bus purchase action sheet.Staff recommend Longhorn; trustees had not approved a purchase in the provided agenda.

The proposed purchase would replace two 2011 Blue Birds and add two general-education buses to the district fleet. That means half the order replaces older vehicles; the other half increases the number of buses available for district service.

What the quotes cost

Rush Bus’s $654,080 total is $65,504 below Longhorn’s $719,584 total. Each total includes an $800 BuyBoard fee. Thomas Bus Texas submitted the highest listed total, $746,000. The comparison below is a Guadalupe.News count of the prices in the district’s action sheet.

Navarro ISD’s four-bus vendor quotes for the Oct. 26, 2026, board meeting
VendorBus quoteBuyBoard feeTotalListed delivery
Rush Bus$653,280$800$654,08030 days
Longhorn Bus Sales$718,784$800$719,5846–12 months
Thomas Bus Texas$745,200$800$746,000Not provided

Prices and delivery entries come from the district action sheet; the difference between the two lowest totals comes from the newsroom’s comparison of that sheet.

The listed delivery window is six to 12 months for Longhorn and 30 days for Rush. Price and delivery therefore point toward the same vendor. Staff nevertheless cite fleet standardization, product quality, responsiveness to recalls and mechanical issues, and customer service as reasons to choose Longhorn. Those are staff assessments in the action sheet; the quotes alone cannot put a dollar value on them.

Who pays, and what changes

Two buses marked for replacement are 2011 Blue Birds. Staff say the proposed four-bus purchase would draw on the voter-approved 2021 bond, rather than the 2026 bond. The action sheet says the order would leave the yellow-bus fleet with 36 general-education buses and eight specialized buses.

To justify paying more, trustees would need to value Longhorn’s familiar equipment and the service qualities staff describe more than the saving and shorter listed wait offered by Rush. The public question for the board is how those claimed benefits translate into dependable service for students over years of use, not just on delivery day.

What trustees decide next

Navarro ISD’s board scheduled the bus proposal for its Oct. 26, 2026, regular meeting at 6 p.m. in the Intermediate School Cafeteria, 588 Link Road, Seguin. The posted agenda says speakers must sign up before the meeting is called to order. Trustees’ recorded action on item 9.H, followed by any purchase order, will show whether the recommendation became a commitment and on what terms; readers can inspect the posted board agenda for the item and meeting details.
