Seguin City Council approved on first reading Nov. 3 an ordinance removing the library’s notary fee as the library drops notary service. The verified outcome for item 8A records a voice vote; Councilmember Napier made the motion and Councilmember Leibman seconded it.

Residents who have used the Seguin library for notarization will need another place to obtain that service if the library ends it. Removing the fee from the city schedule addresses the listed charge for a service the library is dropping; it does not provide residents with a replacement provider.

The verified outcome records a first-reading approval on Nov. 3, 2026.

The council’s action advances the ordinance through its first reading. The city’s legislative file, 26-492, lists its status as “Second Reading” and shows a Nov. 20 council agenda date. The file also lists a library fee memo and proposed ordinance changes among its attachments.

The next verification point is the final-reading action. Residents can check file 26-492 for the ordinance’s status and the council recording for what was approved on first reading.
