Seguin panel to hear College Street driving-range request Nov. 10

A proposed driving range could change parking, landscaping and lighting near College Street. Residents can comment before Seguin's planning commission acts on the permit request.

Seguin's Planning and Zoning Commission is scheduled to consider a specific-use permit for a golf driving range at 1199 E. College St. on Nov. 10.

The request, SUP 05-26, is set for a public hearing and possible action; it is a pending proposal, not an approved use. The posted agenda identifies the College Street request alongside two other land-use requests and a separate rezoning proposal.

The file title identifies a routine minutes item on the Nov. 10 agenda; the full agenda also lists permit, zoning and transportation business.

Nearby residents and businesses could see changes to parking, landscaping and lighting if the driving-range permit moves forward. The staff report identifies residential property north of the site, apartments south of it, a business to the east and a church to the west. Those neighboring uses make the proposed layout and operating conditions central questions for the hearing.

The College Street request

The 1.997-acre College Street site is zoned Commercial and already contains an athletic club and medical spa. City staff says a driving range requires a specific-use permit in that district. The report lists 73 existing parking spaces, while the applicant's conceptual submission describes 15 driving-range bays. Those figures describe the existing site and an applicant concept, respectively; the concept is not a surveyed, engineered or approved site plan.

Staff outlines a conditional path that would address replacement of removed landscape islands, a College Street landscape buffer, required parking and inward-shielded lighting. The applicant also proposes netting. One detail needs clarification at the hearing: the staff report places the proposed range on the property's west side, while the conceptual exhibit describes an east-side corridor. Readers should not treat either side-specific description as settled until the city resolves that conflict.

Parking and zoning elsewhere

SUP 06-26 proposes a standalone parking lot at 1571 N. Austin St. ZC 17-26 proposes changing property at that address from residential to commercial zoning. They are separate requests concerning the same address, so a decision on one should not be assumed to decide the other. ZC 16-26 separately proposes residential-to-commercial rezoning in the 200 block of E. Seideman St. The agenda lists these matters for the commission's Nov. 10 business; it records no disposition for them.

Maps, trails and routine business

Item 26-511 lists the zoning-map amendment process. Item 26-453 lists the Master Trails Plan and Active Transportation Network. These entries put the subjects before the commission but, by themselves, establish neither a change to the zoning map nor adoption of a transportation plan. Item 26-481 proposes approval of the Oct. 13 regular-meeting minutes; those minutes concern an earlier meeting and are not an account of what happens Nov. 10.

Attend and follow the decisions

The Seguin Planning and Zoning Commission is scheduled to meet at 5:30 p.m. Nov. 10 in Council Chambers at 210 E. Gonzales St. The posted agenda provides for public hearings on the land-use requests, including the College Street permit. People seeking an accommodation are directed to contact the city secretary at (830) 401-2468 at least 48 hours before the meeting.

The commission's Nov. 10 hearing is the next public step on the driving-range request. Residents can inspect the full agenda for the numbered requests and the College Street staff report for the proposed site conditions before attending. The meeting's subsequent action record will be the place to check what the commission actually decided, including whether it imposed conditions or deferred any request.
