Proposed Seguin parking lot would put vehicles beside North Austin Street home

A proposed parking lot at 1571 N. Austin Street could add vehicle activity beside residents of a neighboring home. Seguin planners recommend a privacy fence; a hearing is scheduled for Nov. 10.

A proposed parking lot at 1571 N. Austin Street would place vehicle activity beside a residence to the east. Seguin’s Planning and Zoning Commission is scheduled to hear a request for a stand-alone parking lot at 1571 N. Austin Street on Nov. 10.

The proposed lot would extend parking for a religious building to the west and place vehicle activity beside a residence to the east.

Staff recommends a privacy fence along the eastern property line where parked vehicles would face the neighboring residence.

Staff’s recommendation is a proposal; no commission action is established by this record.

Staff recommends approval of special use permit SUP 06-26 with a privacy fence, storage limits and paving requirements. Those conditions would matter most at the eastern edge, where the site faces the neighboring home. The recommendation is not an approval.

The site and the proposed safeguards

The 0.269-acre site is vacant, with commercial zoning on one portion and single-family residential zoning on the rear portion. The companion case, ZC 17-26, would change that rear portion to commercial zoning. Both the zoning change and the parking permit remain proposed.

Staff’s recommended conditions call for a wooden privacy fence along the eastern property line where parked cars would face the home, to shield vehicle lighting. They also would prohibit outdoor or visible material, equipment or portable storage facing homes to the east. The lot would have to be paved according to the site plan and city requirements.

The staff report identifies access from North Austin Street and an undeveloped rear alley or right-of-way. It proposes no widened or additional access and identifies increased vehicle traffic as a possible effect. The record does not establish how many parking spaces would be built or how much traffic would result.

What happens next

The commission’s public hearing and possible action are scheduled for 5:30 p.m. Nov. 10 in Council Chambers at 210 E. Gonzales Street. Readers can inspect the SUP 06-26 case record for the staff recommendation and proposed conditions. The commission’s action record, followed by any City Council disposition, will establish whether the requests advance and what conditions remain.
