Guadalupe County Municipal Utility District No. 16 voters will decide Nov. 3 whether to authorize up to $452,915,000 in water, wastewater and drainage system bonds and up to $132,275,000 in road bonds.

Those amounts are ceilings in the district's election order, not bonds already issued. The County Clerk's October notices include the MUD No. 16 order; its separate posted copy identifies the district and ballot measures.

From the source record

Maximum bond authorizations listed in the MUD No. 16 election order for the Nov. 3, 2026, ballot.Amounts are not proposed tax rates.

If voters authorize the bonds and the district later issues them, debt service would be paid through property taxes on taxable property in the district. Authorization would give the district borrowing power up to the approved limits; it would not establish how much debt the district will issue or the eventual tax rate. This is the MUD No. 16 election, distinct from the separate MUD No. 17 ballot.

What the ballot would authorize

The order lists district confirmation as Measure A. Measure B asks for operation-and-maintenance tax authority capped at $1.20 per $100 of taxable property value. That ceiling is not an enacted rate or a statement of what a particular property owner would pay. The order cites Texas Water Code Section 49.107(b) in explaining why voter approval is sought before such a tax is levied.

Measures C and D seek the system and road bond authorizations described above. Measures E and F separately seek up to $679,372,500 in system-bond refunding authority and $198,412,500 in road-bond refunding authority. Refunding authority concerns bonds used to refinance debt; its ballot ceilings should not be read as additional construction budgets. The order also calls for election of permanent district directors.

The order also calls for election of permanent directors. A ceiling authorizes a possible future action; it does not show debt issued or a tax rate adopted.

What comes next

The order's preamble says the Texas Commission on Environmental Quality issued the district's creation order on June 29, 2026. The November ballot therefore asks resident electors to confirm the district and decide which tax and borrowing powers it may have. The financing questions are separate: approval would permit future district action, while subsequent issuance and tax-setting records would show what the district actually does.

The election order schedules voting for Nov. 3, 2026, from 7 a.m. to 7 p.m. Resident electors can inspect the posted MUD No. 16 election order for the ballot language and polling-location information. Election returns and the district's later financing records will establish which powers voters grant and whether any authorized debt is issued.
