Seguin City Council approved the Walnut Branch Phase 4 utility construction award on Oct. 20. The city’s meeting listing marks item 7.C approved, but its retained outcome summary and contract documents disagree about the construction price.

The project includes sewer work along Walnut Branch and an eight-inch water main along Goodrich Street. The staff material describes rehabilitation of about 766 feet of existing 24-inch sewer and installation of about 841 feet of 30-inch sewer. It does not establish a customer count or a service-interruption schedule.

What the price records say

The posted agenda proposed a $4,409,427.82 construction award to Guerra Underground LLC. The city’s resolution and meeting listing also give $4,409,427.82, while a separately retained verified outcome summary gives $4,109,427.82 for the same item. That discrepancy should be resolved against the executed contract before the lower figure is treated as the authorized price.

The resolution lists a $440,942.78 contingency and a $4,850,370.60 total when that contingency is included. A contingency is spending capacity for the project, not a statement that the city has already spent that amount. City staff identified utility bonds as the funding source.

How the award compares with the bids

The engineer’s recommendation lists two bids: $4,409,427.82 from Guerra Underground and $4,208,909 from T Construction, against an engineer’s estimate of $3,811,282.62. The recommendation cited evaluation criteria including experience and schedule concerns in selecting the higher bid. Those figures help explain the choice, but they do not settle the conflicting price in the outcome summary.

What residents can check next

The next public records to check are the executed contract and the city’s construction schedule or utility notices. Those documents can establish the binding amount, work dates and any specific effects on access or service. Until then, the city’s Oct. 20 meeting record identifies the approved item and provides the route to its supporting documents.
