Guadalupe County commissioners are scheduled Oct. 27 to consider publishing notice and setting a Nov. 17 hearing on a proposal to focus a Texas General Land Office grant on Pioneer Road.

The court’s Oct. 27 agenda calls for authorization to publish the notice and set the hearing; it does not record a decision on either step.

Editorial summary of the county’s draft hearing notice; the notice is not a final grant amendment.

For residents along Old Seguin and Laubach roads, the proposed change would remove their roads from this grant plan while keeping Pioneer Road as the sole listed road project. That is the shift described in an attached notice visibly marked “Draft.” It concerns the proposed use of this grant, rather than a recorded decision to cancel other road work.

What the proposal would change

A draft county hearing notice names Old Seguin Road and Laubach Road as roads proposed for removal from the grant scope. It describes using the grant for construction of Pioneer Road. The document gives residents of each named road a way to identify what is at stake in the proposed amendment, but the court must still act on the notice and any later grant change.

The county has dealt with grant revenue before. On July 1, 2025, commissioners approved a fiscal 2025 CDBG-MIT grant revenue budget amendment by a 5-0 vote. That earlier budget action provides background on county grant administration; it does not establish approval of the road change now proposed.

A possible chance to comment

The draft notice lists Nov. 17 at 10 a.m. in the Commissioners Courtroom on the third floor of 101 E. Court St. in Seguin for citizen comment. Those details remain proposed until the county authorizes and publishes a final notice. Residents who want to follow the issue can inspect the draft notice now and check the court’s Oct. 27 action before relying on the hearing date.

The next verification points are the court’s Oct. 27 action record and any final published hearing notice. Those records should show whether the public comment opportunity moves forward and whether its date, place or proposed scope changes. A later hearing record and grant amendment would establish what the county ultimately decides.
