Guadalupe County is proposing a $69,516 shift between construction contracts for two Seguin emergency facilities, with one contract decreasing and the other increasing by the same amount. The two county-hosted change-order forms label the revisions a contingency reallocation.

For county taxpayers, the two proposed changes leave the combined contract value at $15,778,230.97, based on the figures printed on the two forms. That total is arithmetic from the proposed contract sums; it does not establish that the county has approved or spent that amount.

From the source record

Operations center and warehouse

The Emergency Operations Center and Warehouse form lists $9,148,624.09 as the contract sum before this change order. Its proposed $69,516 decrease would put the Guido Construction contract at $9,079,108.09. The project address on the form is 2700 N. Guadalupe St. in Seguin.

Response center

The Emergency Response Center form lists a $6,629,606.88 contract sum before this change order. Its proposed $69,516 increase would bring the Guido Construction contract to $6,699,122.88. This facility is listed at 9940 Huber Road in Seguin.

Operations center and warehouse$9,148,624.09$9,079,108.09−$69,516
Emergency Response Center$6,629,606.88$6,699,122.88+$69,516

Both forms describe the revisions as contingency reallocations; figures are contract sums.

Schedule and next decision

Each form lists a zero-day change in contract time. That describes the proposed change orders' schedule effect; it does not establish when either facility will be completed. The forms state that an architect, contractor and owner must sign for a change order to be valid.

Commissioners Court's Nov. 3 agenda places approval of both Change Order No. 4 forms under consent item 5E and separately lists a discussion of the projects' timeline and ARPA funding under item 4A. Readers can inspect the posted agenda for the proposed action; the court's later minutes and executed forms are the next records that can establish what happened.
