What does Guadalupe County’s fire budget mean outside city limits?

County fire spending rose for FY2027 while a line for municipal and volunteer partners fell. For residents outside city limits, the budget changes funding; agreements and response records are the next test of service.

Guadalupe County’s adopted FY2027 budget lowers its partner-department other-services line by $179,385 while raising the county fire department total by $667,448. What does that mean for a fire call outside city limits?

For unincorporated residents, the budget puts more money into the county fire department and less into the combined partner-services line; those figures cannot establish a change in response at a particular address. A service agreement identifies who is assigned to respond; dispatch records show what happened.

From the source record

Guadalupe.News comparison of Guadalupe County’s adopted fire budgets. The county department total and partner-services line are different budget categories and should not be added together.

For FY2026, the county adopted $1,751,696 for municipal and volunteer fire-department other services and $5,256,133 for its own fire department. For FY2027, the corresponding figures are $1,572,311 and $5,923,581. The Guadalupe.News comparison uses full-year adopted amounts in both years, rather than the partial FY2026 actual column.

What the money shows

The county fire department’s personnel budget rises from $2,454,537 adopted for FY2026 to $3,148,570 original for FY2027. That is the largest movement among the lines below. The budget authorizes spending; it does not measure how many firefighters are on duty or promise a response time.

The separate volunteer allocation falls from $500,000 to $300,000, while the municipal contract line rises from $621,781 to $657,396. The second and third rows move in different directions. The combined other-services decline therefore does not describe every partner’s funding.

Who pays, and who responds?

The budget has two funding paths. The county sets aside money for its own fire department, including personnel, and separately budgets payments connected to municipal and volunteer departments. More personnel money could support more staffed capacity if it becomes deployed positions. The budget does not say where those positions would be stationed or how FY2027 agreements would govern partner coverage.

For households beyond city limits, the countywide department total is not a price per household. Partner funding lines do not identify a crew for a particular property, either. Executed agreements and their service-area terms would show who is assigned; call records would show whether response changed.

The next record to watch

The adopted fiscal year runs from Oct. 1, 2026, through Sept. 30, 2027. Residents can inspect the county’s adopted budget for the spending baseline. Executed FY2027 fire-service agreements and payment records would show which providers are funded under current terms; dispatch and response data would then test whether service changed on the ground.
