What Guadalupe County’s road budget means for drivers

County drivers can now track road work through the annual road plan and contract records. The budget sets program totals; project decisions show which routes receive work.

Guadalupe County budgets $6.5 million for contractor road repair and $2 million for low-water crossings and bridges in its FY2027 Capital Projects Fund.

Those are program totals. For a driver watching a particular road, the useful next number is the amount in that project’s award or payment record.

From the source record

Three FY2027 Capital Projects Fund lines, from a Guadalupe.News count of the adopted budget. The fund budgets $18.42 million in total expenditures.

Commissioners adopted the FY2027 budget 5-0 on Sept. 1, and the adopted budget took effect Oct. 1. The September 1 minutes establish the approval; the budget provides the spending lines.

The scale of the fund

A Guadalupe.News count of the adopted budget puts total Capital Projects Fund expenditures at $18.42 million. The road-repair and crossing lines sit within that larger fund, alongside a $1 million transportation-match line. These figures describe budgeted uses of money, not three contracts or three road locations.

How a road becomes a project

Commissioners approved the FY2027 Annual Road Plan 5-0 on Sept. 29. County drivers can track named road work through the separately approved FY2027 Annual Road Plan and subsequent contract records. The distinction matters: a plan can identify work, while an award supplies a contractor and a project-specific decision.

At the same session, commissioners awarded the Stagecoach Road overlay phase 2 contract to Dean Word by a 4-0 vote with one abstention. That action concerns a named project, unlike the countywide repair category in the budget. The recorded award identifies a contractor; it should not be treated as an allocation of the entire road-repair line.

The next number to watch

Commissioners authorized an invitation to bid for North Guadalupe Street reconstruction phase 1 by a 5-0 vote on Sept. 29. An invitation starts a contracting step; the later award will give readers a project-specific result to compare with the budget and road plan.

For taxpayers, the adopted budget establishes the county’s budgeted scale. To connect either line to a particular route and an amount actually committed, follow the next project allocation, award and payment records. The county’s adopted budget is the starting record for that comparison.
