How to find campaign finance reports in Guadalupe County and Seguin

For voters checking county or Seguin races, the office sought determines which filing page to search; the city sorts its 2026 reports by reporting period.

For a Guadalupe County race, start with the county Elections Office’s campaign filing page; for a Seguin city race, start with the city’s campaign finance reporting page.

Both pages provide a place to look for reports, but the office that receives a filing is the place to verify its status. The county expressly warns that its online listings can lag while filings are prepared for the web.

From the source record

The absence of a filing on the web site does not mean that a candidate or officeholder has not filed a required report, but may merely mean that we’re in the process of making it web-ready.

Guadalupe County and Seguin voters can use the office sought to find the appropriate filing authority and ask that office to verify a report that is not yet online. Begin with the race, then look for the candidate or officeholder and the reporting period. A report’s absence from a web page alone cannot establish that it was never filed.

Choose the page for the office

The county says county officeholders and candidates for county office file reports of campaign contributions and expenditures with the Guadalupe County Elections Office. Its page lists filings under candidate and officeholder names, including documents dated in 2026. Seguin provides a separate page for campaign finance reporting, with 2026 headings for 30-day, 8-day, semi-annual and final reports. These are different filing routes: use the office sought, not merely the candidate’s home city, to choose where to begin.

Read the form label and reporting period

The Seguin page explains that a person who becomes a candidate files a campaign treasurer appointment, Form CTA, with the proper filing authority. It says the candidate must have that appointment on file before accepting a campaign contribution or making a campaign expenditure. The candidate, rather than the treasurer, is responsible for periodic contribution and expenditure reports until a final report is filed. On the county page, filenames ending in CTA identify treasurer appointment forms; filenames ending in COH point readers to candidate or officeholder campaign finance reports. Open the report itself to check its stated type and period before comparing it with another filing.

The city’s 2026 headings are useful signposts, not a substitute for reading a particular report. A 30-day or 8-day report belongs to a different reporting period from a semi-annual or final report. When looking for contributions or spending, first identify the filer, report type and period shown on the document. This guide does not assign dollar figures to any candidate’s filing.

Verify a missing report with the filing office

Guadalupe County says its website presents filings as a convenience and cautions that a missing online entry may simply be awaiting web preparation. For complete, accurate and current information about a county filing, it directs readers to the Elections Office. The county website lists its main operator at 830-303-4188. Have the office sought, filer’s name and reporting period ready when asking about a specific document.

For a Seguin filing, the city’s campaign finance page lists City Secretary Kristin Mueller at 830-401-2468 and Deputy City Secretary Kimberly Allison at 830-401-2445. The page says the city does not provide legal or campaign advice; it points those questions to the Texas Ethics Commission or Texas Secretary of State. Residents checking another city, school district or special district should first identify that race’s filing authority rather than assume either page in this guide holds the record.

To continue, use the county filing page to inspect the named candidate or officeholder listings, or use Seguin’s reporting page to select a 2026 report category. If the document you need is not displayed, contact the relevant filing office to confirm whether it has received the filing and how to inspect it.
