Navarro ISD trustees are scheduled to consider a construction-manager ranking and schematic design for the 2026 bond junior high expansion, along with a purchase of four general education school buses.

These are proposals for the October 26 meeting; the posted agenda describes possible actions, not decisions already made.

Consider and Take Possible Action to Approve the Ranking of Construction Managers at Risk (CMARs) for the 2026 Bond Junior High Expansion Project
Navarro Independent School District BoardBook agenda ↗
The posted October 26 agenda lists a proposed construction-manager ranking for the 2026 bond junior high expansion.

The proposed bus purchase concerns transportation service for students, while the two junior high items concern how the bond expansion would be designed and managed. For families following the expansion, the construction-manager ranking and schematic design are separate questions: one concerns who would manage construction, and the other concerns the proposed design trustees would be asked to approve.

Junior high expansion

The agenda lists a construction and bond update before its action and consent items. That update gives trustees a scheduled opportunity to hear about the work before they reach the proposed junior high actions; the agenda itself does not turn the update into an approval.

Under consent item 9.C, trustees are asked to approve a ranking of construction managers at risk for the 2026 bond junior high expansion, with possible delegation of contract negotiations. The wording matters: approving a ranking and authorizing someone to negotiate would be steps toward a construction-management arrangement, rather than a completed construction contract established by the agenda. Residents seeking the eventual firm, terms and price should check the board’s action record after the meeting.

A separate consent item, 9.K, asks trustees to approve the junior high expansion’s schematic design. The proposed design action should be read on its own terms; it does not establish that construction has begun. Together, the update, ranking and design place several stages of the same bond project before the board in one evening.

Buses, property and campus purchases

Item 9.H proposes the purchase of four general education school buses. The agenda identifies the number and type of buses but does not itself record a purchase decision. Trustees also have a proposed auction of buses under item 9.F, a separate action that readers should not confuse with the four-bus purchase.

Item 9.D asks trustees to consider a 0.009-acre permanent utility easement to the City of Seguin. The agenda gives the proposed area and recipient; the board’s later action record would establish whether the easement was granted. Item 9.J separately proposes furniture and equipment for Navarro South Elementary, another campus-related purchase on the consent list.

Policies, grants and other board work

Outside the consent section, trustees are scheduled to consider superintendent and board goals under item 7.A, a third reading of the EIC policy under 7.B, and a LASO 5 grant application under 7.C. A third reading signals where the policy sits on this agenda; it does not establish the wording trustees will finally adopt. The grant entry likewise identifies an application for possible board action, rather than an award.

The consent section also includes September meeting minutes, a budget amendment, library materials, an educational services contract, bilingual and ESL waivers, and cooperative program fees. Those entries are grouped here for readability, but each remains a distinct listed proposal. Trustees’ reports include enrollment, finances and annual training, and the agenda schedules recognition of tennis. The meeting also lists customary opening steps, including invocation, pledge, roll call, quorum and posting notice, before the substantive business.

How residents can follow the meeting

Navarro ISD trustees are scheduled to meet October 26, 2026, at 6 p.m.; the assignment brief lists 588 Link Road in Seguin as the meeting site. The agenda provides separate opportunities for comments on agenda items and for general comments. Residents planning to speak should check the posted participation instructions and identify the applicable comment period before attending.

The same agenda lists a possible closed session concerning personnel and real property, followed by a possible return to open session for action. That notice describes what could be discussed; it is not an account of a closed session having occurred or of a later public vote.

After October 26, the board’s recorded motions and approved minutes will be the verification points for what happened to each proposal. Readers can use the official October 26 agenda to match the item numbers in this guide to the posted business, then check the district’s BoardBook meeting records for the resulting action and any newly available supporting documents.
