The council approved a resolution awarding the water treatment plant 94-foot upflow clarifier No. 3 and pump station improvement project to Associated Construction Partners for $17,957,255 plus $1,542,745 in contingencies, a total of $19,500,000, funded through certificates of obligation.

Seguin residents now have a $19.5 million water plant award to track, while commercial waste customers face franchise terms beginning Jan. 1, 2027. The plant award was the largest of the individual actions recorded in this Oct. 20 recap.

The figure is attributed to posted records pending an executed contract or signed resolution.

Seguin City Council met Oct. 20, 2026, at 5:30 p.m. in Council Chambers, 210 E. Gonzales St., with public and virtual access. The posted agenda included a Hearing of Residents, a seven-part consent agenda, four individual business items and a possible public action after closed session.

Water, sewer and road work

The council approved a resolution authorizing the city manager to execute a $214,713.50 additional services proposal with Pape Dawson Engineers for a construction management plan for the Cordova Road project. That action pays for planning services; it does not, by itself, mark the start of road construction.

The posted agenda set the Walnut Branch Phase IV construction bid at $4,409,427.82 and named Guerra Underground LLC. The staff memo recommends the same bid and lists a $440,942.78 contingency, bringing its stated project amount to $4,850,370.60. It describes work on sanitary sewer lines and an 8-inch Goodrich Street water main. The city's meeting listing marks item 7.C approved; the bid figure in this account is attributed to the posted records, pending inspection of an executed award.

The reviewed spoken outcome gives a different figure. This revision uses the $4,409,427.82 shown in the posted agenda and staff memo. The next document to inspect is the executed contract or signed resolution, which would settle the controlling amount and contractor name.

Commercial collection and consent business

The council approved a resolution granting five-year, non-exclusive commercial solid waste and recycling collection franchise agreements to Alamo Disposal, Apache Disposal, Republic Services, Texas Disposal System, Tiger Sanitation, Waste Management and Waste Connections, effective Jan. 1, 2027. The agreements set the franchise term for commercial collection; the action alone does not establish a change to a customer's rate.

The posted agenda set out seven consent items for council consideration. The council approved the consent agenda as a single block, on a motion by Councilmember Rea and a second by Councilmember Biesenbach. The block included prior minutes, checks, a second reading of an FM 725 speed-limit measure, a Walnut Branch drainage change order, a $148,821.55 rover camera purchase, a Velasquez extraterritorial-jurisdiction release and an SH 46/FM 467 road agreement. The recorded consent action does not establish seven separate votes.

Bear Creek Trail easements

After the closed session, the council adopted a resolution declaring it necessary to acquire utility, access and temporary construction easements on a Bear Creek Trail parcel for the 36-inch Geronimo Creek wastewater interceptor project. The resolution also authorizes condemnation if negotiations fail. That public action is distinct from the earlier closed-session notice; subsequent property records will show how acquisition proceeds.

Citizen comments

The posted agenda scheduled a Hearing of Residents as item 5. An account of what residents raised, whether anyone testified on the individual items, and any official response requires review of the full recording or approved minutes. The action excerpts retained for this recap do not support attributing a view to any speaker.

What to check next

The next official check is an executed Walnut Branch contract, signed resolution or approved minutes. Subsequent project records can establish construction schedules, while the franchise agreements can show commercial service terms before their Jan. 1, 2027, start. Readers can use the Oct. 20 meeting listing to identify the Walnut Branch item and compare its posted attachments with later signed records.
