Seguin’s Planning and Zoning Commission approved zoning-change request ZC 14-26 for 634 South Goodrich Street on Oct. 13.

The requested change from single-family residential to Public zoning would serve a proposed parking expansion for a nearby church. The commission’s action advances that request; it does not authorize construction of the parking lot.

The approval was recorded as a unanimous voice vote. The next records for residents to watch are a City Council ordinance on the zoning request and any separate parking permit application. Neither the commission vote nor the requested zoning change, by itself, establishes that parking construction has been approved.

What is proposed for the lot

The staff report identifies the site as a vacant, 0.1277-acre corner parcel at 634 South Goodrich Street, with frontage on South Goodrich and West Shelby streets. Its parcel ID is 13351. The adjoining church at 408 West Shelby Street seeks to expand parking onto the lot. The property is currently zoned single-family residential, or R-1; the application requests Public zoning.

The Zoning Board of Adjustments previously approved variances for the lot’s size and depth. Those earlier variances are part of the project’s background, not approval of a parking layout or construction. The distinction matters for neighbors assessing how the corner could change: the zoning request addresses the land-use category, while another city review addresses parking on this vacant lot.

Traffic and the next permit

City staff identified a potential traffic increase at the West Shelby Street and South Goodrich Street intersection. That is a staff assessment of the proposal, not a measured change in traffic. Residents near the intersection can use the city’s Oct. 13 agenda materials to inspect the zoning request and its stated location.

The staff report says parking on a vacant lot zoned Public requires a separate specific use permit. The next official documents to check are the City Council agenda and ordinance for ZC 14-26, followed by any specific use permit application, staff report and decision. Those records should clarify the legally effective zoning, any conditions and the proposed parking design.
