Seguin’s Planning and Zoning Commission is scheduled to hear a request Nov. 10 to rezone two vacant lots on East Seideman Street from single-family residential to commercial.

The ZC 16-26 filing covers 0.63 acres in the 200 block and identifies the parcels as property IDs 26528 and 26529.

The city’s ZC 16-26 record describes a proposed change from residential to commercial zoning.

Commercial zoning would permit uses beyond the applicant’s stated plan for overflow parking near a proposed place of worship. That distinction matters to nearby residents because the zoning request concerns what the lots could be used for, while the applicant describes a particular parking plan.

What the applicant proposes

The applicant says the lots would provide overflow parking for a proposed place of worship at 1569 N. Austin St. The parcels are now zoned R-1, or single-family residential.

City staff describes surrounding parcels as residential and says commercial zoning is not supported by the Traditional Residential designation in the future land use plan. Staff also notes that the site is near a Local Commercial district. Those are planning considerations for the commission, not a decision on the request.

Parking would require more review

The staff report says a separate special use permit and site plan would be needed for stand-alone commercial parking. It also says neither lot currently has legal driveway access. Staff anticipates increased traffic and use if the property is developed as proposed.

A commercial zoning designation would apply to the property more broadly than the applicant’s stated parking purpose. Residents weighing the proposal can distinguish the requested zoning permission from the later approvals that the described parking use would require.

Hearing and next record

The commission’s public hearing and possible action on ZC 16-26 are scheduled for 5:30 p.m. Nov. 10 in the Council Chambers at 210 E. Gonzales St. The commission’s action record will establish what it recommends or decides on this request; any later City Council zoning record and any special use permit or site plan would address subsequent steps.
