Seguin City Council approved a $4,409,427.82 construction contract with Guerra Underground on Oct. 20 for the Walnut Branch Phase IV utility project. The council's meeting record marks item 26-454 approved; the staff memorandum describes the planned sewer and water-main work.

The project calls for sewer work along Walnut Branch and an 8-inch water main along Goodrich Street. Residents can inspect the city's Figure 1 project-limits map in the original staff memorandum for the mapped work area.

What the contract covers

The staff memorandum specifies rehabilitation of 766 feet of existing 24-inch sewer along Walnut Branch, installation of about 841 feet of new 30-inch sewer, and an 8-inch water main along Goodrich Street. Those measurements describe three parts of the work; the memorandum's project-limits figure is the primary record for locating them. The contract approval establishes the construction award, while the memorandum supplies the project's physical scope.

The city's design work predates this construction award: the memorandum cites an October 2020 design agreement with Tetra Tech and a Nov. 16, 2021 authorization for final design. It also reports that two sealed construction bids were received Sept. 22, 2026. These earlier steps explain how the project reached a contract award; they are not new council actions from Oct. 20.

Contract price and the separate contingency

The staff memorandum identifies utility bonds as the funding source. City staff recommended a separate $440,942.78 contingency, which would bring the requested combined authorization to $4,850,370.60. The meeting action confirms approval of the $4,409,427.82 construction contract; the available action entry does not independently establish approval of that separate contingency. The two amounts therefore have different verified statuses.

The next records to check are the executed resolution and the construction schedule. The resolution can settle the contingency question; a schedule can establish when crews are expected to begin and finish. Readers can follow item 26-454 in the city's meeting record and compare it with the staff memorandum's project description and map as those records become available.
