Road repairs in Guadalupe County go to TxDOT for state highways, the county Road and Bridge Department for roads it maintains, and the appropriate city for its streets.

Start with the road’s maintenance responsibility, rather than assuming that every road outside city limits belongs on the county repair list. TxDOT’s road-repair page directs requests for non-state roads to local authorities.

From the source record

Roads that are built by a developer and open to public travel yet have not been accepted into the county’s maintenance program are still considered county roads.

TxDOT distinguishes its county-road inventory from responsibility for maintaining a road.

A road can appear in TxDOT’s county-road inventory even when an HOA or developer, rather than Guadalupe County, maintains it. TxDOT’s county-road criteria specifically include public roads maintained by an HOA and roads built by developers that have not been accepted into a county maintenance program. A driver reporting a pothole should check who maintains the road, even if it appears in the inventory.

Start with the road type

Use this table to choose a first contact. It identifies where the official pages direct repair requests; it cannot determine the maintenance agreement for a particular road. If the first office says another organization maintains the road, ask which agreement or acceptance record establishes that responsibility.

TxDOT says a county-road inventory entry does not necessarily mean the county maintains that road.

For a state highway, use TxDOT

TxDOT’s repair form asks what needs repair and where it is, and instructs users to place its map pin only on a TxDOT-maintained highway. The page lists potholes, drainage, unpaved-road repairs, mowing and lane-marking visibility among its issue choices. It gives 800-558-9368 for road conditions requiring immediate attention and says to call 911 for an emergency.

For a county-maintained road, ask Road and Bridge

Guadalupe County lists its Road and Bridge Department at 310 IH 10 West in Seguin, with a phone number of 830-379-9721 and posted hours of 7:30 a.m. to 4 p.m., Monday through Friday. Its Road Work and Closures page also lists road work and restrictions. The county’s adopted budget covers Oct. 1, 2026, through Sept. 30, 2027; that budget period does not establish who maintains any individual road.

For a Seguin street, contact Public Works

Seguin Public Works says its services include repair and maintenance of city streets and alleys, traffic signs and public rights of way within city limits. Its office is at 800 Fred Byrd Drive in Seguin, and its listed phone number is 830-401-2416. For a street in another city, use that city’s public works contact; Seguin’s page describes Seguin’s services.

When the road’s status is confusing

TxDOT says a county may perform work on a city street under a written interlocal agreement while responsibility for that street remains with the city. It also says a city, HOA or other organization may maintain a road in the county-road inventory. If a repair request is redirected, ask the office receiving it which written agreement or county acceptance record applies to that road. The county Road and Bridge contact above is a practical place to ask about county maintenance; TxDOT’s criteria explain why the road’s label alone may not answer the question.
