What will Cordova Road utility moves cost Seguin?

Seguin’s posted GVEC amounts now total $2.29 million for utility moves tied to Cordova Road widening. Drivers could gain four lanes, but two other relocations are scheduled for June 2027.

Seguin's posted GVEC utility reimbursement amounts for Cordova Road total $2,291,933.36, yet two other utility relocations are scheduled for June 2027.

A March 17 memo said the council had approved $1,363,689.38 for GVEC underground relocation on Feb. 3. The same memo recommended $928,243.98 for overhead relocation, divided between the SH 46–Huber Road and Huber Road–SH 123 stretches. The March 17 memo sets out those amounts and the route.

Drivers between SH 46 and SH 123 would get four lanes, a median and shared paths under the Cordova Road widening plan. Moving utilities that occupy the route is part of preparing that corridor for construction.

What it costs

A Guadalupe.News calculation adds the three posted GVEC components to reach the amount above. It counts amounts in the city’s memorandum, not a ledger of payments or final invoices. The table keeps two different ExxonMobil figures separate because they appear in different documents for the same relocation.

The GVEC rows form the posted $2,291,933.36 total. The ExxonMobil figures describe the same work in two records; engineering is a separate category.

Who pays, and for what?

The October 5 staff memorandum recommends $290,450.29 to reimburse ExxonMobil. An unsigned attached agreement instead estimates $381,991.85 for work that includes about 380 feet of pipeline casing and says Seguin would reimburse actual costs. The staff memorandum and unsigned attached agreement give readers the two figures to compare; neither figure should be added to the other.

The reimbursement mechanism is straightforward: Seguin pays to move facilities in the road corridor, while Guadalupe County contributes to the project’s local match. The posted utility figures describe that preparation, not the price of building the widened road.

What has to go right?

An October 20 memo schedules AT&T and Charter-Spectrum relocations for June 2027 and says TxDOT requires a construction management plan three months before letting if utilities remain. That memo lists another $214,713.50 for Pape-Dawson engineering to prepare the plan. This is engineering work alongside the utility reimbursements, not another GVEC charge.

What the next records can settle

June 2027 is the scheduled date for those two utility relocations, rather than a construction start date. The next useful checks are Seguin’s executed ExxonMobil agreement and payment records, followed by an updated TxDOT letting schedule. Together, those records would show which reimbursement figure governs and when the project can move from preparation toward road work.
