What does Lantana Unit 2’s $767,536 bond actually secure?

A proposed $767,536.48 bond would back streets and drainage for 88 future residential lots. County maintenance would require a separate written decision.

The proposed $767,536.48 bond backs Lantana Unit 2 street and drainage work, but it does not by itself transfer permanent road maintenance to the county.

The posted bond names Meritage Homes of Texas LLC as principal, Great Midwest Insurance as surety and $767,536.48 as its penal sum. The proposed final plat covers 22.56 acres, with 88 residential lots, five open-space lots and about 3,734 feet of new street. That is the scale of the work tied to the bond, not a calculation of what each home would cost.

What the bond covers

Think of the face amount as the number written on a promise tied to building the improvements. The bond says Meritage must build and maintain right-of-way improvements until the Road and Bridge Administrator approves them and an appropriate entity accepts them for perpetual maintenance. The bond and plat describe different steps: finishing the work, then determining who takes it over.

The first and third rows summarize the bond; the proposed plat supplies the subdivision context.

Who maintains the streets?

The proposed plat assigns maintenance of its streets and drains to Guadalupe County MUD 15 and requires formal written county action before county street maintenance. Public dedication on the plat and county acceptance for maintenance are therefore separate questions. The plat also assigns stormwater controls to MUD 15.

For future residents of the 88-lot subdivision, the bond addresses delivery of the improvements. The plat identifies a maintenance role for the district. County street maintenance would require separate written action.

Two decisions, then another record to watch

Commissioners Court’s Oct. 27 agenda lists separate Lantana Unit 2 decisions on the performance bond and final plat. Both are proposals in the posted materials. A decision on one should not be read as a decision on the other, and neither agenda listing establishes a later road-acceptance action.

There is a useful precedent for reading the actions separately. On Oct. 28, 2025, the court approved a Unit 1 bond 5-0 and a Unit 1 plat 4-1 in separate votes. Those votes concern Unit 1; they do not decide the Unit 2 proposals.

The next record for residents to inspect is the court’s Oct. 27 disposition of the bond and plat on the meeting agenda. Any later written county road-acceptance order would answer the separate maintenance question.
