Seguin council members are scheduled to weigh revised hotel-tax budgets for 10 organizations on Nov. 3, alongside proposals on library fees, truck traffic and water service.

The posted meeting listing also includes zoning, utility and purchasing business. Each entry describes business before council; the scheduled meeting has not established an outcome.

For residents, the proposed decisions could affect cultural programming, library fees, truck traffic on Rudeloff Road and retail water service. The most useful questions are which terms council accepts, whether it changes any proposal and what later implementation record follows.

Hotel-tax budgets and agreements

An Oct. 27 staff memo says council had already approved FY2026-27 hotel-tax funding during the budget process, while revised recipient budgets still need council approval. The Nov. 3 budget and agreement entries are proposed actions; an unsigned draft resolution does not record their approval. The memo names the Conservation Society, Texas Theatre, Mid-Texas Symphony, Teatro de Artes de Juan Seguin, Hispanic Chamber, Heritage Museum, County Fair Association, LULAC Council #682, Art League and Fields of Huber Ranch.

The FY27 recipient-budget attachment lists $2,500 for the Seguin Conservation Society, $7,475 for Seguin Texas Theatre, $15,750 for Teatro de Artes de Juan Seguin, $3,885 for the Seguin-Guadalupe County Hispanic Chamber, $32,350 for Seguin Heritage Museum, $42,000 for Fields of Huber Ranch and $2,835 for Seguin Art League. Its figures require care: the Mid-Texas Symphony’s $147,786 is a proposed artistic-expense total across three concerts, not an established hotel-tax award; the fair’s $17,850 hotel-tax figure differs from its $270,900 overall event request; and LULAC’s anticipated $5,880 hotel-tax award differs from its larger event expenses.

A draft agreement for the Conservation Society would limit its FY27 city payment to the lesser of $2,500 or eligible actual spending, with quarterly installments contingent on the event being held. It also describes a reduction if hotel-tax collections fall short of the city’s estimated $950,000 for the year. Those are draft terms for one recipient, not proof that every proposed agreement has identical conditions.

Fees, streets, land and utilities

Council is scheduled for a first reading of a library fee-schedule amendment and a first reading of a restriction on through-truck traffic on Rudeloff Road from FM 78 to SH 46. A first reading is a step in considering an ordinance, not a final change to what patrons pay or where trucks may travel. The listing gives the road segment but does not, by itself, establish an effective date.

Other listed proposals concern a retail-water-service agreement with Guadalupe County Municipal Utility District No. 3, an electric-utility pole structural-integrity rule and a power-plant bridge-inspection agreement. Council is also scheduled to consider a release petition for extraterritorial-jurisdiction Property ID 70461 and two zoning matters: a rural-residential request on Willmann Road and a public-zoning request at 634 S. Goodrich. The listing identifies these subjects without establishing their final terms or effects.

Other business and how to follow it

The remaining listed business includes recognitions, an outage-management presentation, Oct. 20 minutes, a check report, quarterly hotel-tax reports, a Tyson tax-abatement restructuring letter, Microsoft licensing of up to $120,000 and surplus copiers. These entries deserve attention as part of the full meeting, although the listing alone does not turn a presentation, report or proposed contract into an adopted decision.

The Seguin City Council meeting is listed for 5:30 p.m. Nov. 3 in Council Chambers, with public and virtual access. Residents can use the city’s Legistar meeting listing to identify the numbered proposals and follow the later action record; the listing does not specify participation procedures in the retained notes.

The next verification point is the council’s Nov. 3 action record: it should show whether the revised budgets, agreements and resident-facing ordinances were approved, changed, deferred or rejected. The city’s Legistar calendar is the route to check the City Council entry for Nov. 3 and its posted supporting material.
