Seguin staff backs release of 39 acres from city’s ETJ; council outcome unverified

Seguin planning staff recommended releasing 39 acres from the city’s extraterritorial jurisdiction, but the council item page does not record a final action. The proposed resolution appeared on the Oct. 20 council agenda; its posted status remains “Agenda Ready,” with the final-action field blank.

The request concerns two Guadalupe County properties identified as parcel IDs 149835 and 62799. Owners Michelle and Jose Velasquez asked for the release, according to the Oct. 8 Planning & Codes memorandum. Staff said it had verified that the petition met state statutory requirements and recommended granting it.

From the source record

The City of Seguin has received a request from Michelle and Jose Velasquez to release a total of 39 acres of land from the City’s ETJ.

An Oct. 8 staff memorandum describes the owners’ request and recommends release.

The proposed resolution listing says a release would take effect on the date the resolution passes. The posted item does not establish whether that has happened. The owners and others tracking Seguin’s ETJ boundary still need a recorded council action to know whether these properties were released.

The next verification point is a recorded council action or final minutes. Readers can check file 26-463 on the city’s item page for the disposition and effective date. The staff memo identifies the parcels but does not include a map in the preserved copy, so this report does not place them more precisely.
