What must ten Seguin groups show to receive hotel-tax grants?

Ten Seguin groups could receive up to $136,825 from hotel taxes. Next, the proposed agreements would require eligible spending and reports before payment. The Nov. 3 decision comes before any resulting payments or visitor figures.

Seguin could authorize up to $136,825 in hotel-tax grants for ten groups, but approval alone would not release the money. What would turn that ceiling into a payment?

The draft agreements would direct visitor-tax money toward Seguin cultural and visitor events while requiring recipients to document eligible spending before payment. The draft agreements estimate $950,000 in citywide hotel occupancy tax receipts for fiscal 2027. That is the estimated tax collected across the city, not the amount proposed for these ten grants. The grants would draw on a tax paid by lodging guests; the recipient groups would still have to meet the agreements’ conditions.

From the source record

Guadalupe.News calculation from the ten draft agreements.Fiscal 2027; the table below lists all ten groups.

What it costs

Under the drafts, each recipient would receive the lesser of its stated maximum or its actual eligible budgeted expenditure, with disbursement in quarterly installments. The drafts require a preapproved event and budget list before funds are released. An Oct. 19 city finance memo says the events must occur and reimbursements cannot exceed expenditures.

The ten proposed caps in the table come from the draft agreements; Guadalupe.News added them to get $136,825. Each proposed payment also depends on eligible costs and the required reports, so a cap is neither an award already paid nor a forecast of what a recipient will receive.

Ten proposed fiscal 2027 hotel-tax grant caps and payment conditions
RecipientProposed capCondition or budget detail
Seguin Conservation Society$2,500Eligible costs; quarterly reports
Texas Theater$7,475Eligible costs; quarterly reports
Mid-Texas Symphony$6,300Eligible costs; quarterly reports
Teatro de Artes$15,750Eligible costs; quarterly reports
Seguin Hispanic Chamber$3,885Eligible costs; quarterly reports
Heritage Museum$32,350Staffing proof; eligible costs; reports
Fair Association$17,850Eligible costs; quarterly reports
LULAC$5,880Eligible costs; quarterly reports
Seguin Art League$2,835Eligible costs; quarterly reports
Fields of Huber Ranch$42,000Eligible costs; quarterly reports

All figures are proposed maximums. The draft agreements make payment conditional on eligible spending and reporting; the Heritage Museum proposal has an additional staffing-proof requirement.

Who pays and who benefits

The Oct. 19 memo says the Texas Theater now has its own agreement, separate from the Conservation Society. On Aug. 4, council approved nine groups’ fiscal 2026 quarterly reports. That earlier action shows the reporting cycle the city already uses; it does not decide these fiscal 2027 proposals.

The Oct. 19 memo says the $32,350 Heritage Museum request includes $25,000 for added personnel and calls for proof of increased staffing. The Fields of Huber Ranch budget lists $42,000 across promotion, field maintenance and internet costs. Those are proposed uses of tax money, subject to the eligible-cost limit rather than guaranteed checks.

What has to go right

The drafts set quarterly activity and spending reports for Oct. 15, Jan. 15, April 15 and July 15, plus an annual financial statement and a separate account. They also require a post-event report within ten days that asks for estimated visitors and room nights, including how the recipient made those estimates. Those filings would give the city a record of claimed activity and spending; the room-night figures would remain estimates supplied by the recipients.

The draft terms also call for a pro rata reduction in the final installment if hotel-tax revenue falls short of the estimate. The documents do not set out a dollar reduction for each recipient in that situation. The key number to watch after authorization is therefore the eligible spending each group reports, alongside actual tax collections and the resulting payment ledger.

What the records don't say

Two drafting details deserve a check before anyone treats these figures as final. The Art League resolution refers to fiscal 2026, while its attached agreement refers to fiscal 2027. The Heritage Museum resolution’s cap wording conflicts with its attached agreement, which limits payment to the lesser of $32,350 or eligible spending. The council’s action and any executed agreement will establish which wording governs.

The City Council is scheduled to consider the ten agreements Nov. 3 at 5:30 p.m. in Council Chambers. Readers can inspect the proposed agreements before that decision; the later council record, executed agreements, quarterly filings and payment ledger are the records that can establish what was authorized, claimed and paid.
