Seguin’s proposed $100,000 agreement with CEC Corporation would inspect two Power Plant bridges and produce a preliminary engineering report.

The staff memo identifies two bridge-class structures on city property over Mays Creek. It asks City Council to authorize a study before choosing what work, if any, should follow. Staff proposes paying for the agreement with Lake Seguin Hydro-Electric Partners LLC Hydro Plant Lease funds.

The proposed agreement sets a compensation cap of $100,000.

For Seguin residents, the proposed expense would buy information for a later bridge choice, rather than construction itself.

What the study would buy

The proposed scope calls for visual inspections, documented deficiencies, maintenance recommendations and timelines, and load ratings for both bridges. These are tasks for CEC to perform under the contract; the proposed agreement is not an inspection finding.

The preliminary report would compare keeping the bridges, replacing them, low-water crossings, and a route farther upstream along the tributary. The scope also lists targeted survey work, HEC-RAS drainage modeling, conceptual layouts, cost estimates and a desktop environmental constraints memo. That is the useful distinction: the city would pay to compare paths before deciding which path to fund.

Detailed repair design, final plans, full topographic survey, environmental fieldwork and permit applications sit outside the base scope. The proposed study could therefore frame a later project decision, but it would not itself deliver construction-ready plans.

The price and the next decision

The agreement sets a compensation cap, while its base scope fee totals $99,999.92. The two figures serve different purposes: one is the ceiling in the proposed agreement; the other is the listed base fee. Both are proposed spending, contingent on council authorization and the agreement’s work-authorization process.

Base scope fee$99,999.92

Amounts are from the proposed agreement; they are not a bridge replacement estimate.

City Council’s Nov. 3, 2026 agenda lists file 26-489 as Agenda Ready, with staff seeking authorization for the proposed agreement. If the city authorizes the contract, the agreement calls for signed work authorizations and written notice to proceed. The agreement anticipates a final report by March 15, 2027 after written notice to proceed.

The council action record and any executed agreement will establish whether this proposed study goes ahead. If it does, the final report is the document to watch for the bridge findings, estimated options and the city’s next choice; readers can inspect the proposed terms in the agreement.
