Seguin commission approves Willman Road rezoning for proposed drainage use

The 1.7-acre change advances a proposed drainage use, but nearby residents still face a next step: engineering review of effects on neighboring properties.

The Seguin Planning and Zoning Commission approved zoning change ZC 13-26 for 1.7 acres in the 300 block of Willman Road, changing the tract from agricultural ranch to rural residential.

The Oct. 13 decision concerns zoning for a proposed drainage use; it does not establish that a channel has been built. Residents can inspect the city's ZC 13-26 file as the proposal proceeds.

The applicant described the requested zoning as solely for a drainage channel serving residential development north of the tract. That stated purpose matters to neighboring property owners because the physical drainage design remains subject to engineering review.

The tract and the drainage question

The staff report identifies parcel 191344 as the eastern 1.7 acres of a 12.649-acre parent tract, with about 194 feet of Willman Road frontage. It identifies INK Civil as the applicant and NB Dean32 LLC as the owner. The tract was vacant when staff reviewed the application.

Under its agricultural ranch classification, the separated parcel was smaller than the district's 10-acre minimum. The requested rural residential district permits one dwelling unit per acre, while the city's future land-use designation for the area is Suburban Residential. The applicant's stated drainage purpose should not be mistaken for an approved housing project on this parcel.

City staff said engineering studies must be reviewed before the site is altered or developed to check for effects on neighboring properties. Staff identified the parcel as lying in an unstudied flood zone, making those studies the key public record for understanding the proposed channel's design and downstream effects.

What to watch next

The commission's zoning action and the applicant's drainage explanation answer different questions: one concerns the land-use classification, while the other describes an intended physical use. The next records to inspect are any City Council action on ZC 13-26 and the engineering drainage review. The city's ZC 13-26 file is the public route for tracking the zoning case.
